What are some good cheap vacation spots for teens?

Next summer, my friends and i want to take a trip to a beach of some sort for our "last" get together seeing we will be graduating. Any ideas of some cheap vacation spots with lots to do such as partying, and some shopping. About how much would it cost for each person. We live near syracuse, ny.
